KVPS Tukena Ltd - Services
KVPS Tukena Ltd provides and develops housing and support services for people with an intellectual disability and those with special needs. The services are planned with local needs - as well as the needs of the individual service users - in mind. The work is carried out in partnership with local authorities and other agencies. KVPS Tukena Ltd is able to reshape and expand its services based on regional demand.

A purchase agreement between a local authority and KVPS Tukena Ltd is a premise for the service delivery. The services are run either in purpose-built group homes owned by the Service Foundation for People with an Intellectual Disability or in other suitable properties across Finland. In addition to residential housing services, KVPS Tukena Ltd provides supported living services for individuals living in their own homes in need of support.
Housing services
The residential housing services comprise of accommodation and any related support services that the individual requires to manage daily living. The main focus is to enable the residents to become more independent and self-reliant whilst respecting their right for privacy and individuality.

The resident’s home authority funds a proportion of the cost of the service. The amount of local authority funding is agreed annually. The resident is responsible for the rent and a share of the utility bills and meal costs.
Day services
Day service opportunities are offered as part of the residential housing services. The activities are meaningful, well structured and well planned. The activities aim to enrich the residents’ quality of life and to maintain and increase their existing knowledge and skills. Skills in social interaction and group dynamics are also taught.
They key objective is to create a meaningful routine to the resident’s day and to offer activities which focus on individual goals and achievements. The resident’s abilities, needs and wishes are taken into account in service planning. The service delivery is guided by daily, weekly and annual plans.
The below activities are examples of what day service provision can consist of:
- employment activities
- creative activities
- experiences
- clubs and small group activities
- leisure time hobbies
- excursions and holidays
The resident’s home authority is charged for the cost of the day service. However, if the resident attends day or employment services elsewhere for minimum of six hours per day, no charge for the day service is made. Individuals who are not residents of the group home are welcome to use the day services provided that their home authority has made a purchase agreement with KVPS Tukena Ltd.
Respite and short break services
The group homes offer short-term accommodation and respite services for children, young people and adults with special needs still living at home. The group homes offer the following respite services:
- Short-term housing and support
- Group respite services
The length of the respite service can vary from two days to a couple of months. The aim is to support the client becoming more independent and at the same time, allow the parents and family carers the chance of a break.
Short-term housing services are offered if an individual payment commitment or a local authority purchase agreement has been received. The cost of the service is based on the client’s need as well as the agreed level of service. The client is responsible for meal costs during the stay.
Group respite services are provided in local authority designated properties and are meant for groups of individuals requiring short-term care and support.
Supported living services
Tukena and its group homes can offer outreach support services to people with an intellectual disability or special needs who live independently in the locality.
The group homes can offer the following outreach support services:
- The services of a personal assistant
- Tailored support based on clients’ needs
- The group home acting as a support base for individuals living out in the community
The supported living services are aimed at people with special needs who live in their own properties but require support to manage daily living. The service aims to support the client to participate fully on matters concerning their own life and for the client to enjoy a good quality life as a valued citizen.
Services based on regional and local needs
Tukena also develops and offers a range of other services for people with special needs as well as their families and local authorities. For example, some of the group homes offer group respite services and rehabilitation guidance for people with an intellectual disability and their families living nearby.
